My seventh question to Zambry – How can SDGM went into liquidation after receiving RM413M from ATP in direct payments and payments on behalf?

The Special Internal Audit Report on MAPS section 3.4 outlined the actual project cost of MAPS. It is stated in the audit report that ATP has paid a total of RM413M to SDGM in direct payments and also payments on behalf.

Despite this enormous amount of money being paid to SDGM, the company was wind up on 15 Feb 2018.

Prior to the winding up, on 31 Oct 2017 SDGM was suspiciously transferred to a company incorporated in the British Virgin Island, Calgary Global Limited.

How can a company which received RM413M in total payments faced financial and cash flow problems, get transferred to a company incorporated in BVI and subsequently wind up?

Zambry as the former PKNP Chairman was well aware of all these facts but what has he done as the chairman of PKNP when these facts were made known to him? Did he call for an investigation if the RM413M received by SDGM were wholly used to construct MAPS or whether part of the funds was diverted elsewhere?

The internal audit report has concluded that due to the limited information and inability to access SDGM accounts and records, the internal audit is unable to establish whether there was any fraudulent acts or misconduct occurred during the course of construction and development of MAPS.

The internal audit also opined that the review on SDGM’s accounts and records is vital as it will help to determine the outflow of cash from SDGM especially it is known that SDGM were facing cash flow problems.

In May 2018 during the creditor meeting called by the appointed liquidator PCBD was told that SDGM only has RM1500 left in their bank accounts and the liquidator do not have access to SDGM bank statements and accounts which is highly unusual.

The State PAC had on last Tuesday resolved to summon SDGM’s banker to bring along all SDGM bank statements and testify in the coming PAC hearing which is scheduled on the 9 April 2018.

I call on Zambry to explain how can SDGM went into liquidation after receiving RM413M and what action has he taken as the former PKNP Chairman when all these facts were made known to him?
