My eight question to Zambry – Why SDGM failed to complete the proposed MAPS construction works despite being paid RM413M by ATP?

The Special Internal Audit on MAPS section 4.2.1 stated that the proposed works under the turnkey contract has not been properly completed by SDGM.

As stated in paragraph five (5) of clause 5.6 of the general conditions of Federation Internationale Des Ingenieurs-Conseils (The International Federation of Consulting Engineers) (FIDIC):

“Prior to the issue of any Taking-Over Certificate, the Contactor (SDGM) shall supply to the Employer (ATP) the specified numbers and types of copies of the relevant as-built drawings, in accordance with the Employer’s requirements. The works shall not be considered to be completed for the purpose of taking-over under subclause 10.1 (Taking-over of the works and sections) until the Employer has received these documents.”

However, as of the date of the audit, the Taking-Over Certificate is yet to be issued by ATP, which signaled the failure of SDGM to complete and properly hand over the theme park to ATP.

It is totally incomprehensible and appalling that after ATP paid RM413M to SDGM, the proposed construction works was not completed and the complete project documentation was not handed over to ATP.

Zambry must explain to the people what has he done in his capacity as the former PKNP Chairman when he knew that SDGM did not complete the MAPS construction works despite being paid RM413M.

This is totally unacceptable and Zambry must explain why SDGM failed to complete the proposed MAPS construction works despite being paid RM413M by ATP?
