My 12th question to Zambry – Why did SDGM fail to complete MAPS construction despite being paid a hefty amount of RM413M and the total actual cost of MAPS construction ballooned to RM607M?

The special internal Audit Report on MAPS in section 4.3.1 stated that the proposed works under the supplementary contract no. 1 has not been properly completed by SDGM.

As of the date of the audit, the status of the proposed works under the supplementary contract no. 1 remain uncompleted as only RM18M certified value of works has been done out of the RM22M contract value.

The audit report also stated that the failure to properly complete the proposed works of the supplementary contract has left MAPS with incomplete attractions such as Cartoon Factory, Wormhole and International Cultural Celebration. This has caused MAPS to be unable to fully utilize the potential of these three attractions.

It is absolutely preposterous and outrageous that after MAPS cost of construction ballooned from the original RM390M to RM607M and RM413M were paid to SDGM, the main contractor, MAPS proposed construction remain uncompleted.

Why did SDGM fail to complete MAPS construction despite being paid a hefty amount of RM413M and the total actual cost of MAPS construction ballooned to RM607M? Zambry must explain how could this happen with MAPS under his close watch.

Let me reiterate that Zambry as the former Menteri Besar and Chairman of PKNP who has direct control over PCB, PCBD and ATP could not deny or refuse responsibility as the true power to direct and manage the affairs of MAPS lies in hands of Zambry. This has been proven as the previous management practise a centralized decision making where all decisions in the group were made at the level of PKNP.
